If you are skinny, then I don’t think it is fat that needs removed - you will simply need to tone.

Fat burning foods
"Oatmeal may taste plain and bland. But oatmeal and other oat-based food items are good examples of fat burning foods that you might want to eat on a daily basis.
Oatmeal can help lower down your cholesterol level. It contains big amounts of soluble fiber that can also flush out the bad acids present in the stomach.
Go for unflavored and unsweetened oatmeal. Don’t put too much sugar in your bowl either. If you want to sweeten your meal, add fruits to it instead. Apples, peaches, and banana are good suggestions.
Citrus fruits contain Vitamin C that can help breakdown cholesterol and fats. So if you have to take anything for snacks, fruits rich in Vitamin C are going to be beneficial.
It would also help to drink freshly squeezed fruit juices. Oranges, lemon, and lime juice are the best options. These fat burning foods can really help trim down that bulgy stomach.
Green tea is rich in antioxidants. But do you know that it can also help you slim down? Green tea contains active ingredients that can burn fat."

Workouts
Simple things such as swimming will tone you all over - I’d probably to about 40mins a day maybe 3 or 4 times a week.
What I’d recommend is cardio, however It takes the body about 15 minutes to warm up and start burning fat. So, a 30-minute bike ride is really only burning fat for the last 15 minutes of your workout. But, if you lift weights first, your body is warmed up by the time you hit the bike, and you’ll burn fat throughout the entire ride.
