(i know the usual answer would be no)Say someone was on a 2000 calorie diet with 250grams of carbohydrates, 200grams of protein, and 22grams of fat a day, consumed over 6 meals.( carbs from low calorie high carb foods like oatmeal, and protein from low calorie sources like protein shakes and tuna)( Also this person is weight lifting to build mass)
The carbs would keep this person in a anabolic state because of the insulin released in response to eating all those carbs but the person is on a calorie deficient diet… would your body burn fat and build muscle at the same time???
how would your body respond if you were muscular but had 17% body fat? say 213 lbs
how would your body react if you were muscular and only had 5% body fat? say 190lbs

Your confused about the meaning of anabolic. Your body is constantly breaking down cells and creating new ones as a natural process of replenishing the normal wear and tear your body experiences from just being alive. The body you have now is not the body you were born with, for example. Almost everything you were born with has been replaced many times over. Anabolism is just the natural process of building new tissues to replace the old ones which are broken down through catabolism. Your "anabolic state" is quite meaningless because you’re in one all the time and your ideas about roles of carbs and insulin and anabolism, etc. are just wrong. If you’re going to think at that level, you need to do your homework and learn more about how the body functions.
There is no reason why any normal, healthy adult can’t lose fat and build muscle at the same time with a normal diet. My advice to you would be eat a varied, balanced, nutritious, and supplement-free diet and follow the common sense procedures for burning fat while building muscle. The amount of muscle you add will have more to do with your anaerobics than your diet if you’re eating properly and your loss of fat will have more to do with your diet than your exercise too. Create and maintain a calorie deficit of about 500 calories/day to burn fat and use a caloric breakdown of about 50% from carbs, 30% from fats, and 20% from protein to make sure you have enough protein.
